A bill was introduced earlier this month to allow the Department of Transportation to make rules for pedestrian plazas in Times Square and around the city.

The Times Square Alliance and other groups are endorsing a bill to help regulate the desnudas and costumed characters in Times Square, but pushing for some changes to make the rules stronger.
The alliance says the bill should apply to sidewalks around the square in addition to the pedestrian plaza, so the tip hustlers won’t just move their operation to the sidewalk.

It must be passed before the city can act on a plan to divide the square into zones, and only allow the topless and costumed performers to operate in certain areas.

“It will still allow honest people to earn a living as costumed characters, as desnudas and that kind of thing, but it will regulate more precisely where they can be,” said alliance president Tim Tompkins.
Other groups endorsing the bill and amendments include the Association for a Better New York, Real Estate Board of New York, Transportation Alternatives, and a slew of Times Square businesses and property owners including the Hyatt and Marriott, Olive Garden and Hard Rock Cafe, and the Broadway League.

Another change they are requesting is to ease rules for permits for arts and cultural events at other plazas in other neighborhoods.
They also want DOT to outline the regulations they plan to issue before the bill is passed.
